The core paragraph most companies need looks like this:
We're updating our privacy policy, effective [date]. The changes clarify how we handle [topic, e.g. analytics data] and add details about [topic, e.g. new subprocessors]. Nothing changes about how we collect or sell data: we don't sell your data, and that stays true. You can read the full policy here [link]. No action is needed, continuing to use [Product] after [date] means the updated policy applies.
Plain summaries build trust; vague ones ("we've updated our terms") generate support tickets and suspicion. If the change is significant, say so directly.

Do I have to send a privacy policy update email?
For material changes, regulations like GDPR and many terms of service require notifying users. For minor clarifications, an in-app notice may be enough. When in doubt, send the email.
Is a privacy policy update email transactional or marketing?
Transactional. It is a legally significant notice about the service relationship, so it goes to all users and must not include promotional content.
When should the email be sent?
Before the changes take effect, commonly 30 days for material changes. Send a same-day note only for corrections or urgent legal requirements.
